Japanese language pack cannot be installed on Windows 11 error 0x80070490

Hi,I am trying to install the Japanese language pack on Windows 11 to have support for IME input and Japanese writing. I am running into an issue where the language pack is shown as installed, but associated files like the basic typewriting cannot be downloaded. This, of course, renders the language unusable, prompting the error "The IME Japanese is not ready yet". The error code shown when trying to download the basic typewriting is 0x80070490.
