Japanese IME Alt+` Doesn't Work in Windows 11

On my old Windows 10 Laptop:1. Boot up device2. Click on text field3. Type in English4. Click Alt+`5. Type in JapaneseNew Windows 11 Laptop1. Boot up device2. Click on text field3. Type in English4. Click Alt+`5. Nothing happens6. Click Alt+Shift7. Still type in English8. Click Alt+` after clicking Alt+Shift9. Type in JapaneseNot sure if I changed some setting in Windows 10 to make it easier, but I could find any way to get the old behavior in Windows 11.
