Issues after windows update?

Hi, was wondering if anyone could help with some issues I've been having for the last week or so after finally downloading an overdue update. Since updating it I've noticed two main problems with my laptop, mainly surrounding the settings:Firstly, the update deleted my lock screen/background images which at first glance is fine assuming I would just immediately go and change it in settings to fix it; leading to the second issue. When going into settings, I'm met with a never-ending loading screen, stopping me from changing anything within the laptop's settings, only displaying a blank screen (
