Issue - Windows 11 - if I have two windows open from the same app, I can't select one of them without using Alt-TAB

I am running Windows 11 Pro, 10.0.22621 Build 22621.For example, I have two Firefox windows open. If I hover over the Firefox icon on the task bar, I can see both windows. However, if I select one and then move off of the thumbnail, the Firefox window disappears. The only way I can get the Firefox window to be active is to alt-Tab, which I do not want to do. The same happens with Word, Access, etc.To narrow it down, I have snap windows turned off and I do not use multiple monitors.
