Is there a way to set the default volume for all new sound devices?

Everytime I plug in a new sound device the default volume is set to 100. Reset to default also sets volumes to 100. If I have my latop connected to my headphone amp, speakers or TV this is way to loud. Why isn't rhe default something seensible like 50.
