is there a flaw in July windows update?

windows auto updated (July 24-ish, 2024) and now the computer won't start u ie no post All I get is a pretty screen pic with time and date. The computer won't respond to keyboard or mouse input. I restarted several times with same result. Tried restarting with F8 held down. Same result.....
