Is there a fix for certain apps randomly pixelating when I use it?

I am having an issue with some apps pixelating when using them. I'll just move my mouse a little and then the UI of the app will begin to slowly pixelate. For example, my outlook mail and the Arduino app will have this problem but Spotify or Fusion 360 will not. Hopefully the image uploaded would help. When it pixelates, I would have to move my mouse around or click around the app to remove some of the pixelation, but it will just come back.
