Is there a difference between using lusrmgr.msc and the user accounts applet in Control Panel?

I like to run my account under standard user on my Windows 11 PC and then I keep a local account with admin functions. Is there a difference between lusrmgr.msc and the user account applet in control panel? Also whenever I upgrade my Nvidia drivers from Geforce Experience it makes me run it from the admin account. Elevation from a standard account won't install it right.
