Is the HEVC video extension a yearly/monthly payment or is it a one-time payment?

I went to play a video and it would not allow me to play it unless I bought this HEVC video extension for $0.99. Before I purchase this, I would like to know/make sure if this payment is a monthly/yearly payment or if it's a one-time payment.It would not allow me to attach a screenshot, but I am referring to the following:HEVC Video Extensions - Download and install on Windows | Microsoft Store
