Is resource Hacker a virus

[Windows 10]

Hi' i was wondering if resource hacker was a virus so i scanned it on "VirusTotal"and it said that it hada trojan. I searched the trojan name on the internet and most of the websites were saying that it was a malicious executable that takes online banks passwords, so is it a virus ?thank you !
