Is my pc infected with a virus

[Windows 10]

I recently unplugged it from the power inlet and plugged it back in, and now it gets stuck in the boot phase with a black screen and white dots circling. I have since tried to factory reset in advanced startup options on the pc and it would get to 40% and say that it was unable to reset. I’ve tried multiple attempts on command prompt like dism and sfc but still no solution. I’ve played with some of the startup options in bios but nothing has fixed it- I have since changed them back - I am worried that I may have a virus, I recently bought this £8 mouse from Amazon brand: SPYCO and ik it’s sill
