is my Pc hacked ?

every 12 hours prompt command keeps pop up for 2 seconds in the middle of the session and after that my default browser (avira Browser) opens automatically trying to open a page (the link says somthing about broker) which my Browser blocks it from visiting the Website as it considers it a Malware.should i be worried ? and what can i do to remove it?i already tried so many cmd Commands to scan and clear any Viruses aswell as ofc scanning the Pc with my payed Antivirus Avira .
