Is it possible to reset pc (windows 11) when everything I try to do is blocked by administrator and/or asking for a recovery key

going to command prompt = blocked by your system administratorreset this pc to wipe all files = enter recovery keytrouble shoot to command prompt only allows access to boot drive.Please note. I have no idea what I am doing but I have dogged determination
