Is it legal to clone an installed Windows XP OEM (A) to another PC (B) and change to B's OEM license?

Hi, currently I have a small project to reinstall multiple old Windows XP PCs which must use CD/DVD-ROM to install.As the installation process requires a lot of time, I am considering to reduce the time.Both of the PC has it own OEM Genuine Product Key. PID 76473-OEM-0043266-44942My step are1. Use a clone machine to copy one of the reinstalled PC (product key not activated) as image2. Restore the image to other HDDs3. Deploy the HDDs to the old PCs4. Boot the old PC and change the Windows License and Office License5. Activate the productCan I use this step to reinstall multiple Windows XP OEM?
