"Invalid configuration information" accompanied by a boot loop - Why?

This is a problem that has started happening on my computer since a few months ago, but wasn't happening when I bought it.I'm using a Dell Optiplex 3020 SFF with Windows 10 Pro installed. When I plug the computer into the mains (NOT when pressing the power button - it corrects itself after the first successful boot) it turns on, the fans run for a few seconds at full speed, then it turns off again. This loop of boot-fans-shutdown repeats two or three times, before the OS actually starts. No display output is available during this. However, before the OS can start I am presented with this error
