Internet spikes despite ethernet connection

For the last couple week I've been experiencing lag spikes every 10 seconds. Since then I've tried everything to solve the issue, I've updated all the drivers, I've done a clean restart, I've used all the cmd commands I've found in other answers in this community (ip flush or something like that), I've updated windows, but nothing solved the issue. I've also contacted my internet provider to make sure the problem wasn't my router or the infrastructure, which they assured me they aren't. What else could be causing this? I must note that I usually do not use LAN, but a TP-link archer T3U plus ad
