Internet speeds capped at 100mbs, network speeds fine

I've been struggling with some internet performance issues recently and can't seem to figure out what might be causing it. My incoming line is 2G down/350M up and my network card in the laptop is 2.5G. I'm connected with CAT7 cables to a 2.5G switch and to the 2.5G port on the modem. When my provider used to give 1.5G, I was able hit that 1.2-1.4G range on the laptop. Something changed where Win11 reports the link at 2500/2500 but I was getting 1G and slightly under speeds.
