Internet Explorer 11 crashes on Startup (Windows 7)

As soon as I open Internet Explorer 11 it crashes. The instant IE is launched it crashes, never starts. The event log is below which tells me nothing.

I have researched this and tried the following:

• Reset Internet explorer to defaults and reset advanced settings
  
• Disable all add-ons
• Removed and re-install Internet explorer via add/remove features (reboot inbetween)
  
• Logged on as a different user still crashes
• Started going through all running processes closing one off at a time and trying to start but would crash
• Starting IE in safe mode
• Scanning Windows system files for any corruption using sfc /scannow (no problems found)
• Windows is fully patched
• Virus scan nothing found

System restore is not possible as I was told by the user it started happening months ago and there's no longer a restore point that far back. Only entry related to IE is below, this gets logged whenever I try to open IE.
