Internet connectivity: connected, false "no internet", erratic, slow

I've been banging my head against the wall for hours.I can connect to wifi networks, but Windows is saying "no internet access", which only appears to be true for some but not all apps outside of internet browsers. (Spotify will show artists but no music will play; Outlook won't connect; Signal will connect; etc.) In addition, my daughter's new gaming desktop is experiencing very erratic connections - dropping frequently, and when they connect at all, they are grindingly slow. Spotify also not functioning on this computer - so it appears the internet access is limited in similar ways on both P
