internet being super slow after trying to fix my upload speed on my pc in command prompt

i was having trouble with my upload speeds on my pc being below 1 mbps and i was looking at the Microsoft questions and i found someone who said to do some steps in the command prompt when i did this my download speeds went way down to 14 mbps when they were at 400 can someone help?Press Windows Key + X.
