Intermittent Windows Hardware Failures

I'm receiving intermittent "Windows Hardware Errors" while performing a variety of tasks. Sometimes it happens while gaming, but I've had it occur while browsing and even right after logging into Windows. When the failure occurs, all 3 monitors go to a black screen (loss of signal). Most of the time the PC fans go to 100% (sometimes they don't). When the fans go to 100%, everything stops working. When the fans don't background apps appear to continue to work e.g., I can continue to communicate with people on Discord.
