Off and on two of my toolbars show up black with yellow stars for

Favorites and icons for Home etc. I can see the desktop in slices

through one of the black strips. Sometimes restarting corrects it,

sometimes not. I can't fix it with manage toolbars or anything else

I've tried. This is fairly new. PC was worked on recently with all new

guts. Use XP.

======================================

I had this issue with Internet Explorer 8 and the fix

was change my theme to Windows Classic.

Start / Control Panel / Display / Themes / Windows Classic

Here's a screenshot:

You missed this part "Linked to green site ""When we visited this site, we

found that most of its links are to sites which are safe or have only minor

safety/annoyance issues." You see site advisor is crap, they post ratings

by what the trolling public post even though their own tests show it is

safe. Mcafee has been testing every download on my site for years and every

time its clean. There is nothing malicious about my website and mcafee is

not the only one who says that. Use virus total http://www.virustotal.com/

Through the first link(or links from it) I saw a couple of different posts

about the ATI HotKey Poller causing the problem and to fix it by disabling

it in MSconfig. I thought this had started for me after updating the display

drivers for my ATI graghics card and it kind of looked like an overlay

problem. Not wanting to fix it in MSconfig I disabled it in My Computer>

Manage>Services. After reruning IE8 several time it went back to putty or

whatever color it's supposed to be and has remained that way. YMMV

Especially if you don't have ATI(AMD) graghics.
