"Install server not responding" msg when I try to Uninstall or Install SW

Hi, I hope someone can help with this problem. When I try to uninstall Webex or try to install TurboTax, I get the popup message of: "Install server not responding" with the options of "try again" or "cancel" - I have a Lenovo IdeaPad L340 with 8GB of memory, but typically only 2GB is free to run stuff. - It was originally Windows 10, but then it got automatically upgraded Windows 11. - It now says it has: Windows 11 Home, Ver: 23H2, OS Build: 2631.4602 - Installed on: 5/24/2023 - I am running Norton 360 and Malwarebytes runtime anti-virus software.
