install .NET 3.5 framework on Windows 10 without internet and without installation media

We bought a specialized Windows 10 PC from a vendor and did not receive the installation media for Windows 10 from the vendor. This computer will never be connected to the internet and we have a need to install .NET 3.5. Is there an installer separate from the installation media to deliver this to Windows 10?
