Install Error for Windows 11 Version 22H2 for x64-based systems and 0xc0000142 error of multiple applications

All of the applications (except MS Office apps) on the computer give an error of "The Application Was Unable to Start Correctly (0xc0000142)". Even "cmd.exe" has the same alert. Enabling .Net Framework 3.5 is unsuccessful while .Net Framework 4.5 is enabled. To fix these problems Windows 11 Version 22H2 update is tried to install but "Install error - 0x800f0922" is seen. We could not find the source of this occurrence but it continues for a week. Windows locked all of the application like MATLAB, cmd, NVDIA, etc...
