Inescapable set up pin loop

My son cannot log in to his laptop running windows 11. It asks him to reset his pin every time it starts up. When tries to it says it is sending a code by email, but never does. When he clicks skip for now, it just takes him back to the beginning. We have tried:Restoring to the last retire point. No change.Re-installing Windows. No change.Accessing and resetting his Microsoft security info on another device. We just get to the code not being sent issue.Installing the Microsoft Authenticator app on his phone.
