Inconsistent Download speeds for game downloads

Hello, Before anything, I do want to note that this has been a prevalent issue, but i haven't been bothered enough (and it hasnt been this bad) until now to contact a form of support over it.I was recently trying to download Red Dead Redemption 2 from Steam, and kept running into the download speed being very inconsistent. At first, the game would start downloading at both a network and disk speed of around 50 MB/s (bytes) for anywhere between 1-20 minutes, before suddenly going down to a speed of 0 (or near 0) for both network and disk usage. this inconsistency occurs throughout the rest of t
