Inaccessible boot device

I performed and complete install of windows 11 from only source and not my computer will not start. When I turn it on I see the hp logo then a blue screen that says inaccessible boot device then I resets on an endless loop. I tried to load windows via a USB but it does not see any drivers. My hard drive is now wiped so there are no back up files to restore from. How do I fix this?
