"Inaccessible Boot Device" Error After Formatting Windows 11

I recently performed a clean format on my computer using the Windows built-in reset tool and chose to reinstall Windows from the cloud. After the process, the system started showing a blue screen with the error "Inaccessible Boot Device" during startup and is now stuck in a continuous reboot loop.
