In Windows settings, under Search Permissions, I can't turn off Safe search, it just reverts back to Strict after I refresh the settings page. Why?

Just want to turn off Safe Search, I click on "Off", but it doesn't stay off. It keeps reverting back. Strangely, Safe Search is stuck on Strict with no option to change it only in Edge it seems. Bing and Google in Chrome and Opera isn't locked to Strict.
