Importing contacts from Microsoft account to a contact file on my computer

How do I import contacts from "People" on my Windows 8.1 phone to a contact file on my computer? I have imported them into the "People" app on my computer, but there is no contact file anywhere. I assume the contacts are in the cloud somewhere. How do I create a contact file?
