I'm get a File System Error (-2147163901) and cant solve it!

Hello and thank you in advance for any help you may be able to give to resolve this issue I'm having.About three days I got the File System Error (-2147163901) when trying to open a Jpeg image in my photos tab. I have been trying daily to sort this issue with no success. I have tried pretty much every video I can find and nothing has worked.I would upload an image of the error message but I'm not able to get access to my pictures.I cannot open any windows app. I cannot gain access to Photos, Snipping Tool, virus scanner. Always comes up with the error code. I cannot open download files. I can
