IIS Web Farm configuration change problem

Hello,

We have 2 IIS Servers running on Server 2016 with shared configuration. I will mention "Server A" and "Server B" after this. We are using DFS for sync to the configurations. IIS configurations are locating some folder under C: drive. We are using this topology for many years. Nowadays we have problem. Whenever I change any configuration like site binding or new sub application on Server A, DFS will working fine, I can see the change inside the applicationHost.config file on Server B, but IIS service on Server B does not realize the change until i restart the app. Same thing exist both servers. Any change on Server B does not reflect Server A although I see the change inside the applicationHost.config file. This situation started after I did up to date the servers. I tried uninstall the updates but some updates cannot be uninstalled. I tested this situation on Server 2016 and Server 2019 on my test environment. When i build topology without any windows update, they are working fine. But after windows update, problem begins. On 2016 IIS servers, there are 3 windows update packages. KB4537764, KB4520724 and KB4049065. As i dig, there are no reported bugs about this situation.

So, do you have any solution or fix related to this problem?
