If I change my PC parts will I have to purchase a digital license again?

I'm a PC enthusiast and I like video games so that means I have to upgrade my pc often but I've heard that there is a limit to reactivations, so if I'm going to spend $120 for a license (digital) and then have to change my pc parts like 3-4 times in the next 4 years I have to pay $120 AGAIN for something I already own? If this is the case then I might consider another operating system since this is an unacceptable business practicePlease let me know, Thank You
