If a Windows 10 Version if corrupted, will upgrading to Windows 11 remove the corruption?

My PC is having technical errors with Windows Update and File Explorer looking weird, and I always get the 0x800f0831 error code for Windows update. Scanning with sfc /scannow just says that the computer isn't corrupted even though the File Explorer interface is incredibly weird and a restart doesn't work. I also tried fixing these errors with DISM /RestoreHealth with an ISO from Windows Installation Media. All of the things I tried doesn't work. Using Microsoft Update catalog doesn't work either. So does upgrading to Windows 11 remove all of Windows 10 Internals and replace all of them with a
