IE8 not saving Intranet zone settings

I have an issue with an XP SP3 machine running IE8. Group policy adds in two addresses to the intranet settings. This works fine in windows 7 and is not occuring on all machines.
The policy is applied successfully, and the appropriate keys appear in the registry that would contain the settings. All the settings seem to be there, RSOP shows they are correct. To me it seems like IE cannot read the registry keys for the intranet zone. Now i can go in and add an intranet site though IE and it creates a registry key, but as soon as you close the window and open it back up, the setting does not appear. It will retain the 'require https:' setting.
I've looked at the permissions on the registry keys and i cannot find anything unusual.
I logged onto this PC with my account, which has admin rights and it produced the same issue.
After reading the below article, I applied the latest cumulative update, but it does not resolve the issue. It seems very similar.
