Do I need to download sp2 before I download ie7?

I followed all the instructions from microsoft on downloading

ie7,installing, running ect.

When I do a search the application file shows up, but no exe.

Ie7 doesn't show up in add/remove programs.

Not only do you need to download sp2, you need to install it before

installing IE7.
