IE 11 unable to attach files in the application

I have been working on an application which will use IE 11 browser as a default. we have a process to click on + sign (it might be button image) and upload attachments (pdf documents) into application and submit at final step. Recently we got Java 8 update 261 version then IE 11 started misbehave. When we click on + sign to upload documents then application taking me to page top. How many times we click + sign always we go to page top. We observed this behavior after Java 8 upgrade 261.

I tried to un install Java 8 upgrade 261 still it is showing the same issue. Not sure what happen with IE 11.
