IE 11 and kiosk mode - Option "open links from other programs in" selected "the current tab or window" not working

I am on a Windows 7 Professional SP1 system, running IE 11 (11.0.9600.19230C0, update version 11.0.101 (4483187).


When I have Internet explorer opened in "kiosk mode" on one monitor and I open a hyperlink from the other monitor it will open the link in a new IE window (non-full screen) . If I do the same test with IE not in "kiosk mode" the hyper link will open in the open window/tab.


I have Internet Options -- Tab settings "Open links from other programs in" set to "the current tab or window".

Any ideas would be appreciated.
