ID card software wont start

I have old HP ProBook 4331s where is win 10pro installed, i downloaded service provider ID card reader software which wont start!I readed all advice and maked all possible but no success.I installed win again (not clear installation), update is maded.What can be problem?Tests not show HD/memory errors.I need this laptop only with this ID card reading for accessing some Finnish authorities services
