Icons on desktop, title bar and title bar font, right click menu after clicking show more options all drastically increased in size after recent resta

As the title says, multiple menus and windows features just went at least 2x in size after a restart. Taskbar remains unchanged. Scale and display resolution stayed the same (100% and 1920 x 1080), font size is set to the smallest option in windows settings. For some reason I can't upload any images as they fail to upload. What I wanted to show is right click menu in chrome is so large I have to scroll multiple lines to be able to see inspect and when I click in the middle of my screen, the menu is almost from the top of my screen down to my taskbar.
