I want my Num Lock key to be ON when I power up my laptop and not disabled

I want my Num Lock key to be ON when I power up my laptop. A previous answer (Redirecting ) gave the registry setting to turn it ON and disable it at the same time. I want to have it on when power is turned on, but let the num lock key be enabled.The BIOS of my HP470 G9 laptop no longer has an entry for the Num Lock Key's initial state. It was an HP support guy told me that it wasn't in the BIOS because it was a Windows problem.
