I tried every troubleshooting option but this blue screen never goes and I can't even access my pc.

Whenever I turn on my pc the blue screen arrives after a while it says the automatic repair failed and I had to do it manually. I tried all the options in troubleshooting in fact I even choose to reset my pc removing everything but it neither resets my pc not it let me to do.I also used cmd but got nothing. Even "sfc /scannow" command didn't worked.Can someone help me?
