I spoke to my Dad today and he told me that he was on his laptop and something went wrong, he got locked out or something, and then he got a message from someone claiming to be Microsoft and saying that they think he got connected to something on the Dark Web. They were trying to "help" him and asked for the last four of his Social and then asked for his password. So I am 99.9999% sure this is a scam as I don't think Microsoft waits online to see if someone is having problems and they won't ask for personal information, especially not a password.
