I reset my PC, created a new account and I cannotr access Device Manager, I have screen images that show my device is restricted?! HOW? I'm running W

God Afternoon, I performed a reset on my Home PC, running windows 10 Home 22H2 edition. Created an entirely new profile and account. Wen to look at the Decvice manager and i cant get into it. I have several screenshots that show errors with one showing "restricted" How do I clear that up? Most annoying.
