I opened my laptop and now it doesn't have a start menu and I can't open the settings. How to fix this?

This is what it looks like after I opened it.The issues I found are (If I find more I will add it here):- right clicking is very slow to respond- no start menu- can't open settings- can't open files explorer (I actually can, but it forcibly closes after a few seconds)- performance is way slower than normal- wallpaper became the default oneThis happened before, and I remember fixing it by deleting the most recent security update, but I forgot how to. I'll try looking for it in the meanwhile.
