I need serious help with my NGC folder AND Windows Hello

(I have Windows 11 Home on ASUS Vivobook 15.) It all started when I couldn't change ANY windows hello sign in-s. No face, no fingerprint and NOT EVEN THE BASIC PIN! I searched extremely long for all solutions, asked AIs, asked on reddit and nothing helped. I tried working with the console, the group policy editor, and nothing worked because in ALL methods there was a one step that somehow failed, even it worked for other people (I always triple checked everything). So, I found something on this forum about "Deleting the NGC folder". So, I deleted it and I locked the pc. Suddenly, BOOM. No pin
