I need help

I am currently have an issues with a recent windows update, and the reason why I’m saying windows update is because it only happens when I install this update that affects my desktop, I’ve tried uninstalling windows update and the pc works but not normally, I’ve already reset my pc 3 times and deleted all of my files and games, and I continue to have the same issues, now so far the only thing I’ve installed was steam which steam isn’t a virus, and I’ve tested the windows update several times and it seems to be that.
