I need help with windows taskbar only partially functioning - programs won't open

So I open any program or document - no problem.Open multiple programs and documents - no problem.Taskbar shows correctly which programs or documents are open.But I cannot switch between documents - when I click on the taskbar icon for whichever program I am trying to open, the open windows in each program may or may not flicker, and when I click on them, they won't open, so I have to minimise each open window, until I find the one I was trying to open. However, once they are minimised, I can't get them back, and I have to right-click, select 'close all windows' and open the program and documen
