I need help fixing Outlook. I am using Windows 11 on a laptop. I am not able to send or receive messages.

I am able to open Outlook, but I am cannot send or receive emails. I am also not able to download them or send them on my IPad Pro or my IPhone 13 Pro Max since December 31, 2023. Previously to Dec. 31, I was not able to open the Outlook as I kept getting an error message, but that is resolved. I think that one of the problems is the passwords have been changed so much that the computer is confused.
